LPC Act Amendment FAQ's
LPCANC Members and Colleagues:
I have attempted to compile some FAQs and sources
to assist you with decreasing confusion, anxiety and
other concerns which have been voiced regarding the
2009 LPC Act Amendments. If you are unable to find
the answer or information below or in the source links

FAQs (Frequently Asked Questions)
re: the 2009 LPC Law Amendments
- LPC-A (LPC-Associate)
Many questions relate to graduate educational requirements
– please see FAQ #4 below.
Other question are person specific, such as should
the Board Eligible-LPC convert to the LPC-Associate
status. In many cases, if a LPC applicant have many
supervision hours to accrue, then the LPC-Associate
is a better choice. However, this is the applicant’s
choice. The hours for the LPC-Associate are higher
and the graduate level internship hours cannot be
used; however, the mandatory two year time frame
has been removed. In essence, if a LPC applicant
works full-time (40 hrs/week doing clinical work
as approved by the NC LPC Board), this person could
accrue the needed supervision in 75 weeks (two years
equate to 104 weeks).
- LPC-S (LPC-Supervisor)
Many, many questions and concerns about this status
and current supervisors being able to meet the new
requirement. FIRST, the requirements do NOT go
into effect until July 1, 2014.
Numerous graduate counseling programs have or will
have a 3 semester hour graduate level course in
clinical supervision and consultation. For those
who do not have it, LPCANC has and will provide
clinical supervision training (45 CEU hrs) to meet
the LPC-Supervisor requirement by July 1, 2014.
There have been some questions regarding the ACS
credential –Approved Clinical Supervisor (Center
for Credentialing and Education – www.cce-global.org).
The currently proposed rules indicate that 45 CEU
hrs would be required; the ACS credential requires
30 CEU hrs. Your concerns about this difference
can be directed to the NC Administrative Rules Public

- CEU hours and approved providers and sources;
- Biennial update of Professional Disclosure Statement;
- Juris Prudence exam (this will be a no-fail
exam on ethics and NC LPC law – i.e. you
keep taking it until you pass)
- Exams other than NCE which will suffice (NCE,
NCMHCE, or CRC)
- Specific list re: mental health disciplines
and who can serve as an approved supervisors

Situations which relate to date enrolled in a master’s
degree program
- Situation #1 - if the applicant enrolled
in the master's program before July 1,
2009
- REQUIREMENT - graduate training as defined
by the Board (48 semester hours), including
a master's degree in counseling or a related
field from a regionally accredited institution
of higher education;
- Situation #2 - if the applicant enrolled
in the master's program before July 1,
2013, but after June 30, 2009
- REQUIREMENT - a minimum of 54 semester hours
or 81 quarter credit hours of graduate training
as defined by the Board, including a master's
degree in counseling or a related field from
a regionally accredited institution of higher
education if the applicant enrolled in the
master's program before July 1, 2013, but
after June 30, 2009;
- Situation #3 - if the applicant enrolled
in the master's program after June 30,
2013
a minimum of 60 semester hours or 90 quarter credit
hours of graduate training as defined by the Board,
including a master's degree in counseling or a
related field from a regionally accredited institution
of higher education.
- Insurance –
Questions have been raised re: billing insurance.
LPCANC lobbyist Ashley Perkinson and I are working
with Medicaid officials to smooth the way for LPC-Associates
to become direct enrolled with Medicaid. We are
also working with BC/BS of NC and the NC Office
of State Personnel to facilitate LPC-Associates
as providers. We have no qualms about the outcome;
however, we do ask for your patience as we navigate
these "administrative highways of government".
It is unlikely though that LPC-Associates will be
able to bill all insurances, e.g. such as Tricare,
since some require unrestricted licenses.
